Orient Ship Management Norway (OSM) has become the first company in the world to be certified according to DNV’s standard for Crew Manning Offices & Private Recruitment and Placement Services.

The new standard has been developed in order to help shipowners comply with the requirements of the Maritime Labour Convention.
DNV’s Georg Smefjell, explains, “The Maritime Labour Convention includes strict requirements for the operation of private recruitment and placement services and all companies providing such services must, when the Convention probably enters into force in 2011, have a license or a certificate (or be otherwise regulated) to ensure compliance. For shipowners who recruit from a non-ratifying state, they themselves must as far as reasonably possible make sure that the companies they use comply with the requirements.”
The new standard and related services developed address the following aspects:
- Crew manning offices/private recruitment and placement services,
- Authorities who have to regulate and follow up on compliance for companies operating in their territories and for
- Shipowners who have to have effective document compliance in order to facilitate inspection and certification of their ships
In addition to its certification service, DNV offers gap analysis, training and seminars on the DNV standard and Convention requirements.
